Role Introduction

Cathay Pacific Airways is looking for a Cargo Duty Manager to join the Cargo Department in Portland, Oregon in an salaried capacity. The successful candidate will lead the local Cargo team to drive operational excellence and performance through supplier management and development of employees, including suppliers, whilst ensuring absolute compliance with safety and operational standards.

Key Responsibilities

Safety and Regulatory Compliance

  • Ensure full compliance and conformance to safety and security standards, and all regulatory requirements

  • Actively monitor the environment to ensure safe operations is achieved at all times

  • Execute Emergency and Accident and the Business Continuity Plan as required

Service Delivery and Excellence

  • Oversee the cargo operations to ensure on time performance and optimum uplift

  • Develop, implement and monitor the cargo servicing plan, including the delivery of customer service, the operation of handling agents, reporting performance and status both qualitatively and quantitatively

  • Develop local service and standards to streamline cargo procedures to support core and specialised product

  • Drive operational excellence with contracted vendors by managing key performance indicators and service levels

  • Maintain and update local Standard Operating Procedures

  • Conduct regular meetings with internal and external departments and entities and achieve tangible outcomes

  • Perform regular quality checks and proper completion of paperwork as well as provide feedback to respective stakeholders and work to address any problem areas identified

  • Participate in audits, assessments and any projects and take the required follow up actions

  • Any other reasonable task as requested

Efficiency Improvement

  • Ensure clear communication of Cathay cargo notices to all teams members and suppliers is disseminated and understood

  • Actively manage the roster to ensure sufficient manpower to handle the flight in a cost effective manner

  • Identify future service and manpower needs, standardising and implementing procedures where possible

  • Recommend and conduct coaching for cargo team members and act as the port designated trainer as required

People Development and Performance Management

  • Lead, support and encourage own team to achieve success

  • Build a strong and motivated team, ensuring the right organisational structure and the right people are in place to foster positive team spirit and facilitate teamwork

  • Supervise and mentor direct reports, encouraging effective collaboration

  • Demonstrate leadership and lead by example in accordance with Cathay’s core values

  • Develop employees with high potential and identify learning opportunities to ensure appropriate training and development

  • Maintain active and ongoing dialogue in relation to employee goals and individual performance

  • Actively engage with employees to enhance communication and their understanding of department goals

  • Support the People Managers to design and conduct internal development programmes including succession planning as appropriate ensuring alignment with Head Office direction

  • Enhance the employee experience in line with the role level and the internal brand promise

E&A

  • Emergency and Accident and Crisis Response responsibilities as required

Requirements

Academic Qualifications

  • Post-Secondary Diploma / Certificate in a Cargo or related field or equivalent combination of education, training, and experience is required

Knowledge, Skills, Training and Experience

  • Minimum 5 years airline experience in cargo operations

  • Supervisory/management experience is an advantage

  • Freighter load control and freighter ramp/loading operations experience is an advantage

  • Ability to work independently with minimal supervision

  • Proven success records in setting and achieving goals

  • Excellent decision making and problem solving skills

  • Strong people and planning skills

Additional Requirements

  • Must possess a valid driver’s license

  • Must successfully pass all pre-screening clearances, including a background check and pre-employment drug screen upon contingent job offer

  • Obtain and retain necessary credentials and clearances (CBP Customs Seal) per local requirements

  • Experience using Cargo Spot and Microsoft Office Tools, such as Word, Excel

  • Strong cognitive reasoning and mathematical skills are essential

  • Ability to assist in manoeuvring loaded pallets and may need to lift up to 10lbs infrequently

  • Working knowledge on Government Customs, Rules and Regulations

  • Ability to manage competing priorities in a fast-paced environment

  • Comfortable working in and around the warehouse and outdoors on the tarmac in all weather conditions

  • Must be able to work a variety of shifts including days, weekends, nights, and, holidays, as required based on operational needs

  • Must be willing and able to travel within North America when required

  • Must comply with the Company’s mandatory COVID-19 Vaccination policy

Background & Security

  • Certain Employees will be required to obtain a Security Identification Display Area, (SIDA) badge provided by the airport authority and maintain good standing to retain their SIDA badge.

  • Employment will require successful completion of a ‘Background Check’ and ‘Drug Free Workplace’ test
